Iron is an element with variable ionic charge, for ionic compounds, a roman numeral is used to indicate the charge of the element with variable ionic charge. Therefore the Iron has a charge of +2, and the chlorine if you look on the periodic table has a charge of -1, balance the equation and you should be able to answer the problem.
Very well said @Evoker but please keep in mind that balancing the equation will not help at this moment in time. It's simply asking what the (II) indicates about the ionic compound.
