If it is that case, then that occurs in adhesion. Adhesion is where bonding between molecules of different substances are stronger than the bonds in cohesion, bonding between water molecules. For ex, meniscus is due to adhesion btw the water molecules and glass are stronger than bonding btw water molecules.

polarity is where the molecule of water has different charges. The oxygen is slightly negatively charged and hydrogen is slightly positively charged. This cause attraction btw water molecules
which is hydrogen bonding. High specific heat capacity is where the molecules are bonded together, so they need a lot of energy to get them to move faster. More energy means temperature of water rises. That is why oceans take in a lot of energy for the water temperature to rise only a bit.
