The force between balloon 1 and 2 is: \[F _{12}=\frac{ q _{1}q _{2} }{ 4\pi \epsilon_{0} R _{12}^{2}}a _{12}\] where the "12" notation is from 1 to 2, R is the distance between the balloons, and a is the unit vector connecting the two balloons. You have some weird symbols showing up in the question so I can't tell the magnitudes of the quantities in your problem (try the equation button to enter them) but this equation should get you there. Just solve for one of the q's. You can ignore the vector since you seem to be looking for magnitudes.
