Does that mean like, if I were to put this on a graph, and move point A down 2 times and to the left 3 times, I'd get point A'?

Your 2nd response is correct; your first one is not. Glad you caught that. By the way, I'd suggest you omit your "sine x/y" or "since x/y." What were you trying to say there?

I meant, because I said to move it down and the over (which is y,x; which is wrong), I corrected myself I mean to put x,y not x/y
