There are 2 hydrogen atoms, so you need to add both masses Since there are 4 Oxygen atoms, you have to add the mass of it 4 times \[1(2)+16(1)+8(4)\]

the question is a little simpler than you are making it ^_^ since we want to dilute the solution and not change its composition, we will not add base for safety reasons, you always add ~acid to water~ making C the only viable option
