The pressure in the environment is far greater than that of the system, particles in the environment will collide more often than those inside the balloon, and as pressure increases, volume increases, essentially trying to take the volume that is inside the balloon. The air inside the balloon will compress as the pressure is not great enough for it to keep its spacial volume.
