first step would be to expand this first (2n^4)^3 before moving on when you have an exponent on the outside of a term, everything inside the parentheses gets applied to the exponent so (2n^4)^3 ---> (2^3 * n^12)

then, we have n^2*2n^3/(2^3 * n^12) just looking at the coefficients we have 2/(2^3) and for the variables we have (n^2 * n^3) / (n^12) apply the exponent rules on both of these expressions and combine the result

so starting with 2/(2^3), subtract top exponent minus bottom exponent ---> 1 - 3 = -2 2/(2^3) = 2^(-2)
(2 implies 2^1, if there's no exponent it's assumed to be 1)
