\[9^{15} \times \frac{1}{9^{15}}=9^{15}\div 9^{-15}\] this is because \[a^{-b}=\frac{1}{a^b}\] so \[9^{15} \div 9^{-15}=9^{15-(-15)}=9^{30}\]

Anything to the power of 0 is equal to 1. So, no matter what is inside the parentheses, since it is all taken to the power to 0, the final value will be equal to 1
