For the first one, 654.56 / 89.341 gives us 7.3265354.... and we can see from the operands that we will need our result to have 5 sig figs, since both 654.56 and 89.341 have 5 sig figs.

Simply said, significant figures are the number of figures believed to be correct.
There's several significant figure rules but we will focus on multiplication and division for now.
The product contains the same number of figures as the number containing the least sig figs used to obtain it.

Another good answer! In this case, I think you would want to round up, since the 5 in 1953 rounds up, carrying to the 9, giving you 2000, which written in scientific notation is 2.0 * 10^3, as you guessed. Again, well done
For the third one, 2.094 * 4.525 gives 9.47535 as a result.
By now, you probably see the method, but I'll explain anyway just to be sure. 2.094 and 4.525 both have 4 sig figs, so the result will also have 4 sig figs. Simply round the result to the appropriate size, and you should have your answer
