The diagram shows a model of an atom with 8 electrons. I'm pretty fuzzy on the importance of s and p orbitals and what they mean. But it seems to me that an atom with 8 electrons would be an oxygen atom (the question said it's an atom, not an ion). And Oxygen on the periodic table belongs to group 16. I think that would be your answer, based on those assumptions

To expand upon the previous response, to determine group number you look at the valence electrons (outer shell only). In the outer shell of the diagram there are only 6 electrons, so looking at the ptable go from left to right and look at the 6th group (skip the transition metals) to get to group 16. Ptable.com
